美國德克薩斯州眾議員Michael Burgess于 2009 年 5 月 14 日提出《H.R. 2420：電氣設(shè)備環(huán)保設(shè)計(jì)法案》(EDEE法案)，用以修訂1976年制定的《有毒物質(zhì)控制法》(TSCA)，目的是確保在美國各州和對(duì)外貿(mào)易中，對(duì)電氣設(shè)備使用的某些有害物質(zhì)實(shí)施聯(lián)邦統(tǒng)一的管控法規(guī)。EDEE法案將在聯(lián)邦層級(jí)上對(duì)美國所有州的電子電氣設(shè)備限制法規(guī)進(jìn)行統(tǒng)一規(guī)范。

H.R. 2420要求，2010年7月1日以后生產(chǎn)的電子電氣產(chǎn)品，其均質(zhì)材料中鉛(Pb)、六價(jià)鉻(Cr6+)、汞(Hg)、多溴聯(lián)苯(PBB)和多溴聯(lián)苯醚(PBDE)的含量不得超過重量的0.1%，鎘(Cd)的含量不得超過重量的0.01%。當(dāng)然，該法案也豁免了某些電子電氣產(chǎn)品，并列出了相關(guān)的產(chǎn)品種類。

"H.R. 2420: Environmental Design of Electrical Equipment Act" (EDEE Act) was introduced by Texas's House Representative – Mr. Michael Burgess on May 14, 2009 to amend the Toxic Substances Control Act ("TSCA") of 1976 to ensure a uniform Federal scheme of regULation of restrictions in the use of certain substances in electrical products and equipment in interstate and foreign commerce. The EDEE Act will be the federal level to harmonize all states restricted legislation on EEE product.

H.R. 2420 restrict the electroindustry product which manufacture after JULy 1, 2010 that contain lead, hexavalent chromium, mercury, polybrominated biphenyls ("PBBs"), and polybrominated diphenyl ethers ("PBDEs") greater than 0.1% by weight and cadmium greater than 0.01% by weight in any homogenous material. Of course, the Act exempt some electroindustry products and list the product categories.

For example, if the product fit below criteria, it will exempt from all restricted substance:
products or equipment which voltage rating greater than 300 volts, products used in fixed installations (exclusive lighting equipment), healthcare communications and emergency call systems, medical diagnostic imaging and therapy equipment and devices, surface transportation information management and control systems, etc..

The bill has been referred to the House Committee Energy and Commerce and wait for Committee consideration and Public Hearings.
